The other story behind the Bland story. It is officer Encinia's conversation after the arrest that is so sadly telling. He describes the incident with a painful level of dishonesty. As Ty Burr puts it, "we witness the reality of institutional power as it gets recontextualized into a narrative of institutional blamelessness."  It's appallingly and sadly disturbing and I expect happens far more than we will ever be willing to admit.
