Sorry no solution but I can tell you since the 4.2.2 release, I feel like the instant upload doesn't happen as quickly as it used to. It may have taken 5 minutes from the moment I took the picture and now its about 20.
Werner Habel You didn't by chance upgrade to Jelly Bean on a rooted/ROM'd device did you? Do you use Titanium Backup to restore apps? If so, that could be the problem (if not, no need to continue reading.)
I had the same issue and it turned out that restoring G+ app from a backup didn't allow Instant Upload to work properly. I uninstalled G+, then re-installed it from the Play Store and it worked as expected.

Is it OK, that I am still miffed? As Fox Mulder wanted to believe, I still want to... Understand.
